Yes - can't be hoverflies - two sets of wings - I think you are right.First one is a sawfly. Maybe honeysuckle or hawthorn sawfly.
The second looks like a fruit fly.
According to the ObsIdentify App (recommend it if you like IDing odd bugs/plants etc):
Second one is Nest Skipper Fly Neottiophilum praeustum, the larvae is a parasite of birds nest (or the occupants!)
