If there is a will there is a way and no reason why any beekeeper who wants to keep bees in skeps could not do so with perhaps not the same results as framed hives but successfully all the same and address most of the concerns mentioned in previous posts.
I tend to agree with you Tom.

The 'keeping bees' bit is, I think, the most important - making sure they survive from one season to the next. Some skeps can have an upper layer added as a super, there are pictures online. It looks much nicer than sticking a framed box on top.

If there's disease in the area the inspectorate might need to take a look. They can cope with a challenging inspection, even though it may take longer than with a framed hive.
