Too late to requeen?

I have three hives and all three were off laying and the two at the bottom of the garden have just started again - from eggs to sealed brood, although not much. The third hive is in a friend's yard and, when I visited it today, it had suffered badly from wasp attacks. The colony is actually reasonably strong, but the queen is gone and there's no brood. Is it too late to steal the small amount of brood from the other colony to try to grow a new queen? Are there drones around (I have none left)?

I plan on leaving them for another week anyway, just in case the queen is hiding somewhere and just hasn't got her act together yet, waiting for ivy. But in the event that she really is gone, I'm assuming that my only realistic choice is to combine.
 
Queen is gone? Doubt it.......gone where and when? Have another look....bet she is there!

I wuld be careful, queen probaby there just gone off lay.
