If they die out over the winter,then seal the gap in the tree or you will have the same problem again
 
If they survive the winter and get to be a good colony they might swarm again then you could hive that swarm if your golfers are put on alert to watch out for them. I saw an interesting film of some Skep beekeeping where the old beekeeper caught the swarms and the after-swarms in a long, fine mesh, sack like arrangement a bit like the old fashioned fishing keep net with the open end tied to the Skep and the closed end supported with a long stick. I don't remember the site but try putting in skep bee keeping in Germany.

Its not a problem its an opportunity to preserve a natural habitat for bees. We have destroyed so much, and this would an opportunity for a golf course to give a little back of what they taken.
 
maybe you could use one of those mechanics camera scopes along with some sort of suction tube to see if you can prize out the queen...
