I've just inspected one of my hives and found this

It's in the middle of the frame.
I've gone through the hive twice and I'm positive it's the only one.
You can just make out the larvae in the bed of RJ in the pic.
The hive is on 9 frames BAS and bees covering all 11, super is on and they are drawing it.
Queen is present.
My question is should I leave the cell and let them get on with it, AS or break it down?
