It looks like a European wasp to me.

I think it's Vespula germanica (European wasp), as Antipodes says.

Safe to say what I witnessed is not a hornet? Doesn’t seem to have a red head.

Yip. Definitely a queen wasp. I found one in my attic. I left it alone only to come back and find it in a spiders web being eaten by the fattest spider i've ever seen!

We have spiders in our bedrooms specifically for that purpose

Someone probably thought they'd be useful for pollination
...accidentally released in Tas in '59 and then found on the mainland in '77. Since then we have the record for the world's largest subterranean wasp nest.
