the other side of the coin re registration schemes or any other form of compliance is that those who don't comply with one thing are unlikely to be compliant elsewhere.

think ANPR traps - pick up un-taxed cars and un-insured drivers sure; but also have a not insignificant yield of criminals of various sorts.

Think you'll find that the big guns (the ones who DON'T get caught), have more than enough money to tax/insure their cars and do scrupulously.
 
not talking about the big players - just the petty scum that seem to fill our screens on a regular basis on all the traffic cop progs.
 
I can also see a chicken/egg situation.

If I can't keep them without qualifying via registration then I won't have any to register!
