Sealed roller cage

Yesterday evening I went to check on a frame of QC's that had been due to emerge that day. Most of the QC's had emerged and were looking great but for some reason the bees had taken against one of them and were busy sealing every gap in the roller cage with wax. The queen inside has emerged and was moving about. Does anyone have any idea why they have done this?

Maybe there where something on the cage and the bees experience it as dirty?
