Hang on, where does the 2nd BB go?
I think he meant brood box under super under the roof, basically, from the bottom:
floor,
brood box,
QX (only If queen is in bottom box)
super,
newspaper
QX
brood box
QX (only if queen is in top box)
super

Oh! Well spotted! As jbm says! The second BB goes immediately above the paper! I do keep all those queen excluders in however as it stops drones getting into the supers and then getting caught above the QE. I will amend my post!
 
I watched a swarm from one of my hives hop over the fence into the neighbours garden. After retrieving them, I united them back together over newspaper with two QXs and 2 supers in between. It not only worked, I ended up with two queens! One is now in a nuc.
