Certainly, the end result is the same if liver damage occurs. The difference is, I think, that the body can tolerate the toxins in small amounts and break them down so they do no damage.

The usual mode of toxicity in livestock is chronic accumulation of damage through low level ingestion so I'm not sure about toleration in low levels in the ragwort context.

Also worth noting that it seems to overcome the liver's capacity for regeneration.
 
Walked through a field of ragwort today. No sigh of any honey bees or cinnabar moths just meadow brown butterflys, bumbles and hoverflys.
