Queen not laying?

I have a colony that came through winter and looked very strong in January, however it ran out of stores by the time I next got to it in March. The bees were mostly dead with just a few fluttering their wings, even the queen looked dead. After a spray of light syrup with some hive alive in it came back to life. I have given it frames of brood and stores to help build it up but the queen has never come into lay. I would have thought that she might turn drone layer but no eggs at all?

What do you mean 'Workers in bad condition'? The colony looks fine, bees covering 5 frames, collecting plenty of pollen/nectar. Can the queen run out of eggs, or become egg bound?
