I know this has been asked multiple times but I would like to know if it means anything in terms of future management of the colony.

I have a hive on brood and a half (I know, but it seems to suit them).

8 frames plus 9 half frames of BIAS. Queen in bottom box with a couple of full frames of eggs. Still room for laying and no queen cells in brood boxes.

Metal queen excluder in place with three supers on top which are about half full.

Long queen cell in the bottom of the middle of the first super, i.e. directly above excluder. Charged and with a bit of digging it had an egg. No other brood at all in any other supers.

Hive last inspected 12 days ago so no chance of me moving egg.

I seems this is likely to be a drone laying worker. So:

1) What would happen if this cell became sealed - any chance of the colony swarming or do they know to ignore it?

2) Does this mean anything about the queen? She's been laying well and is less than two years old.

3) Would anything hatch from the cell if it was sealed?

I removed the cell and will keep an eye on them.
