When and under what circumstances should pollen be fed to a hive of bees?

Is it something that some beekeepers do routinely in the Spring as a safety net or to boost brood rearing?

Many years ago now, probably 15 I used started to use Ultra Bee, I always add one to the hive 1st March, the queen is laying and needs a little help sometimes before the trees start to yield pollen. I know Bee farmers who use the dry and make patties with syrup.
