Wondering if the cluster would be any bigger in a 14x12 brood, is there any need to increase the amount per seam.

Possible cluster size differnces in any boxes including boxes of same type. Do not change recipe. 1kg sugar 1liter water 75g oxalic. 5ml per seam of bees. Divide the recipe by 10 if you don't need that much. It's best to throw any left overs away rather than trying to save it. It degrades and becomes harmful to bees and is cheap to make so not worth the risk.

I run both and treated them both equally last year, rightly or wrongly they all came through and made it to post honey harvest before treating again.
I will do the same again this weekend

The different sized brood box should have been full of stores for winter, so the main difference is the amount of stores available in the brood box for the winter. I am wondering why you should think that size of cluster should be proportional to the size of the brood box?
