What weight of honey would be in 199ml jar , just trying to figure it out because ordering labels from same company , 270 ?
 
190ml jars are normally 8oz, 227gm. So 199ml should be about 240gm

Honey density is roughly 1.4 (just over) so multiply any volume in ml (or cc) by 1.4 to give the weight it will hold in grams. So 199ml will hold approx 280 gm or 10 oz

Is that to the brim or to the fill line?
 
Get some scales, zero (tare) on an empty jar and weigh when full.

I fill my jars directly onto electronic kitchen scales after taring the empty jar. No guessing and very accurate.
