Nuc foundation feeder issue

Hello folks
Got a swam in a Payne’s poly nuc ( yes the one with the feeder on the side ) which the bees keep building foundation in the feeder . This has been going on for a couple of weeks now . There seems to be more bees in the feeder section than on the frames . Can I simply shake them into another nuc ?? .

Transfer the frames, shake in the rest of the bees.
