I fixed a caped QC to the face of a frame ( not very well apparently) and placed it in a Q- hive there was very little in the hive in the form of brood or eggs as I had taken these for split. The Caped QC has obviously become detached at some point and dropped to the bottom 1/4 of the frame where the bees have subsequently secured it except it is now horizontal.
Will this affect the development of the queen inside?

Cells are more robust the older they get, it’s only a guess of course but think you’ll be fine unless it got banged around early on.
