See by Jeff Horchoff Bees, about time 4:40, for when a hive was being robbed, so the bees built new comb in open-air below the hive box.
 
Perhaps the queen and what was left of the colony were left under the floor to escape the robbers?
More likely bull though...

Most probably the usual story of a newly mated queen missing the entrance and settling under the OMF and the colony in the hive dwindling out.
 
Agree with the posters....the absence of brood says it all. This hive most likely swarmed some time ago...the new queen never laid and the parent colony failed. The colony underneath may be the old queen or indeed as suggested the young queen. If they could not defend a hive with an entrance from robbing they aint going to be able to defend an open hanging colony.
