It's getting quite late in the year and my colony I started in May hasn't ventured into the Supers. I even tried leaving the queen excluder off for about 4 weeks. Bees seem to clean in there but there's no attempt at drawing out the frames.

The bees seem really rammed in the brood box and there doesn't appear to be lots of honey in there. Shall I start feeding? Or just leave them alone?
 
Put the super underneath. If they need more room they will use it. If they don't then you can remove it in spring. No heat loss, no problem!

I don't know if it coincidence but my bee's would not touch the first super even though they where running out of space in the brood box.. (no queen excluder in place) . after i found a damp patch on the inside of the roof i insulated it and one week later a frame was almost fully drawn out in the super..
