I'm sick of repeating myself now so i will not bother saying it again after this but read some of my replies, you might see the bees are equally attracted to the dog pee on the neighbors pots.
 
Out of interest, is it your neighbours dog pissing on pots and killing bees?
 
The problem seems to be that;

Nextdoor's dog is out of control & killing Millet's bees.

Why?
Because the bees are drawn to the dripping tap.
So stop the tap dripping.
Is the problem solved?
apparently not!

However, the bees are also attracted by the "piss in/on the pots". So we could consider that the dripping tap is not nececarily root cause.

So, Nextdoor's dog is the out of control & killing Millet's bees.

Why?
Because the bees are in nextdoor's garden & anoying the dog.

Why?
Because the bees are drawn to things in nextdoor's garden.

Why?
Because the bees need a local sorce of water & the tap or pots are "local".

Why?
Because the bees are only over the fence from nextdoor's garden.

Why?
Because the bees are in Millet's Garden.

Why?
Because Millet put them there.

Why?
Because Millet didn't consider the tap, pots or his neighbours when he decided to put the bees in his garden.

No the neighbours pooch is a dog russel terrier X the owner happens to be my lady friends sister, my lady friends dog was chomping the bees that i can only presume where drawn to the dog pee for minerals of some kind, the pot has been sprayed with what Pete advised and the bees have not been back since problem solved easily and the tap can drip for the next century for all i care. ;)

P.s the bees are not i my garden if they where they would have 70 mile to fly to get to the dog piss.
