not really, Porthcawl, is the Welsh version, meaning the harbour of the seakale, or could mean harbour of the gauls pronounced properly is pretty innocent but pronounced the Swansea or English way it works a bit like rhyming slang:
Porth ...ck all

Yes, that's numbers prosecuted but not necessarily the numbers practising the deed. Such behaviour is frowned upon in England and prosecuted. Wales has more sheep and more opportunity so that centuries of ovine-human interaction may be better tolerated and less frequently prosecuted.
