Hi.. planning on changing to 14x12 this year using the bailey comb change.

What conditions are needed for this? I know it isn't yet as my bees are not flying but how warm does it need to be?

As an aside Tate + Lyle 1kg bags 69p at poundstretcher - the cheapest I've seen so bought a dozen or so.
 
I'm doing one maybe two this year and plan around late April; hoping for a good colony with lots of bees but no swarm preps yet.
If it's warm enough to super it's warm enough to change the frames.....just feed.
I am actually in two minds whether to bother. Both these colonies I'm sure will need to be ASd this year so after re uniting there will only be one or two old frames to work out.
 
A lot warmer than it is now. Typically end of April time, colony building up nicely, warm spell of weather.

Give them 1:1 syrup to help with comb building.
