got a load of national hives soft wood and crown boards finding it easier to fill a wheelie bin with hot water and let them soak for an hour before scraping propolis off what soda would be best for cleaning and ratio per litre of water before i torch

Bleach can be used at one part bleach to five parts water, and parts soaked for twenty minutes, especially to sterilize against AFB spores.
 
Agreed, 'washing soda'. But, what is wrong with just scraping and flaming? Been the standard method for how many years? Not really any need for reinvention of the wheel, I would suggest.

Further, if these are boxes, I would not want to be submersing them in hot washing soda solution for an hour or more.
