Any food products including honey imported from inside or outside the EU would require documentation as to proof of origin.
Even if being used for animal feed as this could get into the human food chain.
There are very good reasons for this, not unknown for some products to be imported into an EU country that does not have the UK's strict controls, and then repackaged as of EU origin.
That is why tests are carried out... particularly on honey.. as a lot of contaminated far eastern product could end up on our supermarket shelves.

Ive checked that many times. It describes the import from countries outside the EU.
Bullet point 2 says: "come from an establishment registered by the competent authority of the exporting country"
If you click on the tab that says "Approved Premises" http://www.food.gov.uk/enforcement/sectorrules The first sentence says "European Union member states' competent authorities must give approval to establishments handling, preparing or producing products of animal origin for which requirements are laid down in Regulation (EC) 853/2004."
The competent authority in the UK is FERA. I don't know who the Greek equivalent is but it will be a government body. If, as you say, the producer of the honey is a large business, I assume they will already have been certified. Products of animal origin (POAO) are tracked coming into the EU or between the EU member states in a system called "TRACES". This allows governments to track the movement of shipments and manage any problems.
I import queens from Germany and I go through the same process. I receive a health certificate and import documents and have to send a copy of the health certificate to APHA. The information contained on the import document goes straight to FERA through TRACES. Basically, they know about the movement of the goods before I do.
