Can you think of any other ways than I suggested, JBM?

Not too many ways of transferring bees from one place into another receptacle.

I suppose one other option is to persude/tempt them to move themselves, I suppose.

I would consider the ergonomics on an individual case basis. Like what is easiest.
 
I think you covered them. They're not in the hive but settled outside, so treat as you would any other swarm - shake,brush smoke whatever into a skep or box, leave on the floor until they settle and put into hive.
Isn't there a reference in Seeley's book of a swarm in post war Berlin that doggedly stayed clustered on a balcony for weeks as a consensus couldn't be reached as to where to settle - they eventually perished.
