Which queen cell ?

Hello, doing my inspection today one hive that has a super on it, on checking the brood box there is good brood pattern, and grubs. There were on the very top of two frames two sealed queen cells on one and two sealed and one not yet sealed cells on the other. Last inspected seven days ago. The queen was Seen on a different frame. She is a blue queen and the hive has been building steadily. What are they up too?
 
Grubs- the short legless larva of insects.
 
In beekeeping terms they aren't grubs but larvae which have a very much shorter incubation/growing cycle.
Grub of other insects have a very long incubation cycle before metamorphising in to it's final appearance.

Also reminds me of a chap a few years ago. I part mentored for a few months but wouldn't listen. Insisted on calling drawn frames or foundation frames as trays.
