I have a colony with one remaining (after breaking down others) emergency cell, sealed on May 19th.
If correct then the queen could/should emerge on 27th?

When would you next check in the hive to check it is queen right?
I am erring towards June 5th ish but if the queen fails to emerge I don’t want to leave it too long, risking laying workers.

I can supply a frame of eggs / brood from another colony if she fails to emerge or mate.

Depends a bit on size of hive, I’ll often have a look at nucs or single box hives to check on a virgin after emerging. I certainly wouldn’t bother looking through anything bigger for a virgin though!! as a rule of thumb I’d expect to see eggs a couple of weeks after she was due to emerge given reasonable weather.
