sorry to bee a bore...... but its actually a a shave horse used by bodgers to hold billets of wood and use a draw knife to roughy round the wood before using a pole lathe to make chair legs and similar.
 
? but there's a picture of one in Beejoyfuls link - for making rakes ?
 
The shaving horse would be used to clamp any wood to work it with a Drawknife, they are incredibly easy to use the pressure from you legs pivots to clamp the wood you wont to hold the only odd thing is the feeling of pulling a very large sharp knife towards you chest with both hands!!!!!!!
 
i think by the size of jaws possibly for hazel stripping for basket making
Further down the Garden/field were some hazel hurdles ! My money is with you :) Can't rule out vice for draw knifing split timber prior to bodging (Multi tasking I suppose)
