Think it is probably a winter cherry.

Flowers at the wrong time of year to be of any significance!

Prunus Subhirtella 'Autumnalis Rosea'

About cherries.. We have here lot of wild cherries and also domesticated. Bees always will go for wild ones than any other near ( domestic cherry above the hive - zero bees, about 100m far at same time - wild one full of bees which sound like big swarm).. I was also admiring to some here called " japanese cherry" of enormous number of flowers - but zero bees on them always.
So more nectar it seems give wild cherry than others.

My bees kept inside except for quick cleansing flight.. think they are soft southerners.
I have Cherry Prunus hedges all around my property , bees love it.. and cherry tree - eventually with inedible fruit (? nationality.. Griff will know) and I cannot see leaf for blossom in Spring.. that is popular with bees too. But little yet to coax them out.

Cherries have extra floral nectaries at the base of the leaves so bees may visit them at other times than when they flower

Flowers with 'double' blossoms make the extra petals by converting anthers to petals. They don't produce pollen and if the female parts are made into petals there is no nectar either. Pretty yes, but pretty useless for bees.
