Uniting colonies

I have a colony with a 2019 Q which has only drone brood. I would like to unite with a 2021 6-frame nuc with a laying Q. Could I unite with newspaper (nuc on top) or should I shake out the colony before uniting?
 
How many frames is each on? Obviously would need to dispose of the DLQ (pop her in some isopropyl alcohol to make a swarm attractant for next year).

Sorry if this is teaching you to suck eggs but is it definitely drone brood or could it be varroa infected cells which they've uncapped and recapped?

Both colonies are in good condition except for the drone-laying Q, which I will squeeze.
