Tree with white flowers/"snow on the ground"

what is the tree which has small white flowers, and it appears, there is a mass of snow like, fluffy cotten wool on the ground, all around the tree?
 
Spirea? Or in other words Bridal wreath? Sounds similar, but ours stopped flowering ages ago...
 
The tree in question is the Cottonwood you will find that the seed fluff is very flammable take a small amount and light it best thing to start your camp-fire. Populus deltoides, Populus fremontii, or Populus nigra just some of the many cottonwood trees. Hope this helps Robbie
 
We call that poplar rather than cottonwood around here.
