Willows start to bloom this year after a week or two. I am not in a hurry.

yes always a differencvs between Helsinki and England's weather forecast. Here in SE england is 21c Sunny for today and tomorrow and the OSR is in flower .In SE England any stimulating feeding, additional water or pollen patties should have started at least six weeks ago to catch the OSR (end of February/beginning of march)conditions

A beekeeper needs to know the timing of forage and average weather in their local area , plan ahead and not just believe the book timings for forage like OSR which tend to say mid to late May, well by mid may, here the OSR is over
