When I checked for stores etc. last weekend 2 out of 4 hives had no brood.
I spotted by chance the Q in one of the 2 without brood, she is a 2013 Q and was laying like a train last year.
My suggestion is, if you can, ensure they have stores and then wait a while longer before doing anything else. It's early yet and your Q may just be slow to start.
