Queen Cell on top of a Queen Cell

Has any body seen a charged Queen Cell on top of a sealed Queen Cell before ??
Seems very strange, what do you think is going on ?

Is it not just one elongated useless QC?
Do you know there is a sealed cell at the base?
Is your queen still at home?
 
Looks like the larva in the original cell got detached from the royal jelly, so the bees in a vain attempt to salvage the situation extended the cell to contain it. I would just tear it down so they can start again. It's doomed to fail.

It is a queenless nuc with two queen cells in it.
At the beginning of the week there was this queen cell, with no queen cell on top, which was sealed and the other one almost sealed.
Then this queen cell appeared on top, I have attached a picture looking into the top of it. It seems to show a large larvae in the lop queen cell; the depth seems to match the top part which I think is the top queen cell.

Maybe I should cut it out and dissect it ……

Either way it's doomed .. knock it down and let them raise the other QC they have in there.
