Can it be said that foragers bringing in pollen (in winter) is a good sign that the queen is laying. Other uses?

Storage for later. Bees are hoarders! :)
 
Queenless colonies will collect pollen. In reduced amounts but they do go through the motions.

Pollen is very important for them, no pollen no bees is the easiest way to answer it.

Generally it is a good sign though :)
