Nothing happening around Nicot

Recently set up a Nicot system a box where my prized queen resides. This is her third year and she still out performs my other 5 queens. The frame i installed the system on is still a blank foundation. A few bees roaming around but no strong activity on it. Today I sprayed sugar water on the entire frame as I sometimes do when I install new, non drawn frames. There is drawn foundation, open and closed brood, and nectar frames around the brood frames. Any experience with this issue?

I used a brood comb with some stores and cut a square for the system (just below the top bar). I've had no problems with it at all...
