You would be surprised how small an area a colony of bees needs. When you say vaulted ceiling there may be two layers of timber and they will be in between these. They can also travel along way once inside the entrance so may well be in a wall cavity. Needs loads of investigation and someone who has dealt with cut outs many times before. I have done cut outs on several occasions and they can be absolute hell. Best done in the school holiday Season! Get the council to erect scaffolding for you.

Given that it's a school and it's at height and they may be in a walled space this sound like a job for a professional.
