I had this problem a little while ago. I took the hive across the field and shook them all out onto the floor. Removed all frames containing drone brood and returned hive to original position, donating a frame of BIAS from another hive. Checked a week later. No eggs had been laid, so all laying workers either gone or supressed. No QC's drawn. So i added another frame of BIAS. Checked again the following week, again no eggs but no QC's drawn. At this point i was going to add another frame of BIAS. I have heard that they will normally make QC's on the 3rd week frame. I didn't need to do this as I spotted a queen walking across the frame i happened to be inspecting. She had come from my nuc and had been out on a mating flight. No sure if she decided this hive was better than the nuc, or they kidnapped her, but they must have been ready to accept a queen at this point.
