Late winter feeding?

I know this is a "how long is a piece of string question"! How do you gauge when best to feed syrup in spring or late winter time, is there a rule of thumb. Still not sure which method of getting syrup to the bees I prefer yet, I quite like the look of a contact pale style feeder or the Fragile Planet 3 ltr feeder.

It's still winter. despite a few mild days, unless you know (by hefting) that the bees are short of stores I wouldn't disturb them by feeding until early March........

Contact or frame feeder probably best for late winter feeding...
