Think you'll find that there is rarely any "Election". All jobs for the boys and local landowners needing planning permission in the next 4 or 5 years!
Yes, Moving into a rural parish in Cheshire 40 years ago and 10 years ago in Suffolk we found exactly that, with farmers monopolising the PC. In both places there was a 'them and us' culture. Parishioners were 'the public'. There had been no election for decades because not enough candidates stood at each scheduled election.
Enraged by this in Cheshire my ex-wife got like minded villagers to stand for election so there were more candidates than seats. Several were elected and my ex, in due course, became chairperson. In Suffolk exactly the same, we revolted and my wife is currently chairperson!
You may surmise from this that I'm the power behind the throne.
