How many scout bees?

Hi everyone,

I have set out a bait hive and for the last couple of days there have been what look like scout bees investigating it.
There have been around 100 bees looking around it and wondered if these are scout bees?

I have only been successful with bait hives a few times and I have anything between around 20 ish to 50 ish bees checking the hives out.

This year i've gone full out to with bait hives.
Theres 4 nationals
2 made-up ply wood bait hives
1 commercial and 2 nucs spread out all over a 3 mile radius.
All with lemongrass, and 5 frames with some drawn and foundation.
Two of the nationals have show interest for the last week, but still nothing.
Patience is running out.
