frame of eggs question

apologies for all the elementary questions im posting...

added a frame of eggs on saturday to a colony - q should have emerged a few weeks back but havent seen her or eggs

one q cell being drawn from this frame of eggs by today

is that sufficient evidence of no queen as i want to unite?
 
I would risk it but it isnt set in stone that a test frame is accurate. Only a guide

there is a little of brood still to emerge but has been queenless for a while

i had thought there would be a virgin queen as the tip of the empty q cell looks perfectly cut off

the colony ive united with (above) is the original queen from this colony perversely, separated about 6 weeks ago

i actually found 3 q cells so that gave me more comfort
