Newbie question...
I know bees draw wax quickly when there's a flow on...

Do bees draw wax with nectar from out of the cells or as it comes into the hive?

Reason I ask is if the weather turns cooler this week and are closed in will they continue to draw from their stores?

I have a hive with 2 supers 3/4 filled and they have filled at least 3 brood frames also if I add a foundation filled super as this is all I have left will they draw with the brood nectar?

Hive is 14x12 rammed with bees and are bringing nectar in faster than they can process it I think
 
Bees draw foundation into comb for two reasons: brood rearing, or to store nectar, pollen or honey; and do it best when there is a flow, either real or artificial. Only add one super of foundation at a time.
You could pull the filled brood frames and replace with preferably drawn comb . I reckon you definitely need a third super on now. In a good flow they do indeed bring nectar in faster than they can draw comb, which is why every available space gets crammed with nectar; then they think of swarming because there is no space for Q to lay. Give her space. And give bees space to put nectar.

Another super added this afternoon had 2 drawn combs for the super the rest is foundation.
