I think the expression that Millet has just beyond his grasp is PEA-BRAINED.

From "The Oxford English Dictionary" --
pea-brained adj. colloq. (derogatory) stupid, dull-witted, foolish; having a supposedly tiny brain.

Expression is not very old. First used in 1942 H. K. SMITH Last Train from Berlin.

So the bees get off scot-free.
