I believe it would be a good thing, I would like it to be also applied to different people kinds, to protect populations of local, locals, in some areas..

If it was to protect a species, I am sure it would receive the support needed and be passed but contrary to some views apis Melifera is not in danger. I can see the need to protect some of the Bombus species but not IMHO Honey bees.
The Brexit reference was in fact a joke, probably not a very good one as I cannot see any good reason to leave the EU. As an aside, like many I am actively tracking my Irish relatives to try for a passport to keep my European citizenship.

No problem... at the next general Election (?? JUNE 2018 ) the Cornish will rebel... kick out the Tory six pack pact and declare unilateral independence from the UK and make alliances with the dark beekeepers of Eire!
