You are so bang on the button and health certification must be the way forward - IF it's as stringent as NZ regs.

Problems arise with the old school promulgating practices such as taking brood from one beekeeper to give to another.
Great numbers of unchecked movements of bees and people inspecting, in and out of apiaries with not even hand-washing in between.
