I have a colony which seems to be low on stores (approx. 2 Frames ). This seems very low going into Winter. There are two full super frames on this hive.
Should i leave a full super on for winter or can I feed syrup for winter stores?
Any advice please.

Take the supers off and extract - feed the colony
 
As per JBM, but it is a bit early to be worrying about winter stores. Mine usually top up adequately on ivy before it gets too cold

My brood boxes are largely devoid of stores
Lots of brood and pollen but little honey
 
I have just finsihed extraction..Well that is of all my own hives.. Going to start limited feeding - not for winter but survival .Current weather is abysmal.. 2 good days out of seven in the last week.. No chance of bees gathering a net increase in stores...

And largely when it is not raining, it is overcast...honey crop 20% down on last year which is flattering to this year as in 2018 I left a super of honey of each hive as I was tired extracing manually..(bought an electric extractor sh over winter) - so reality is some 40% down.
 
My summer harvest was poor too, but mainly due to drought on this side of the country. In the last two weeks before extraction they ate a lot of their stores.

I would feed them now. Better to gentle feed from now than dump a couple of gallons on them in one lump later in the season.
 
way too early to talk about getting winter stores on now, give them a small feed to keep them going (there are stories around now of colonies getting light due to the poor weather after supers being removed)
If you want them to store for winter, you need to get it on fast and in quantity
