If it was a swarm, the waggle dance could be a sign that they're about to move on - you may have cought them just before they left.

Are you sure they're not out of the hive they were on?
Yes, I think they did come out of the same hive they were clustered on. Maybe if it was a swarm with a virgin queen they will stay in the nuc box, if not prob leave the nuc. Obviously if i eventually see eggs it will have been a swarm on the front of the hive.

Unless it was a virgin queen returning from a mating flight and if so why didnt she go back into the hive. I felt as all still there at 9pm I should do something, hence putting in nuc.
 
Any suggestions on what's happening here? Been like it for 3 hours

if is note a swarm , then just you have to add more free space for bees , they dont feel comfortable in that tight place , you have to add one or two extra boxes
 
Thanks, have added a super so now bb and two halves with QE above. The first half was very full of stores so have put new one below it but above the bb
