What are they about?

I have a new unused Langstroth and some new brood boxes stacked with some new empty frames in them, by my kitchen window, I
looked out this afternoon and there was 20 or 30 bees in the immediate area and around the boxes and trying to get in them, what was happening, could they have been scouts or what?

Thanks, I've put 4 frames of foundation in, in case they come, problem is they would be in a bad location to have a hive, could I move them to another location 5-600yards away? that is where my other hive is.
