Have you tried speaking to farmers and placing hive/s on farmland.

Instead of going into them local pubs and getting drawn into arm wrestling and bale throwing competitions have a look to see if the pubs have a notice board, if they do stick a leaflet in offering a pollination service with some free honey for the land owner.

Devonshire folk are friendly, got a number of relatives near Tavistock.

Siting a Hive

Still looking for a site in the Congleton Cheshire area for my first hive next year any info welcome

You are asking about Cheshire - not Devon. I have lived in both. (Exmouth and Wilmslow). They are very different. In the part of Cheshire that I lived, I doubt that you would make much progress in a pub - but it may be worth a try. I now live in Nottingham. This is different again. Where I live the local authority place notice-boards for local people to post stuff for free. They do not allow advertisements or any commercial stuff. If your local authority do anything like that it would be a good starting place. A good notice could read something like "Can You Give Some Bees A Good Home?" You might be surprised at the goodwill people (with gardens) have for bees that do not want to manage a hive themselves. Alternatively it might be worth contacting the local Farmers Association who may be able to steer you in the right direction.
 
Update on my hunt for a hive site in Congleton SUCCESS i
Now have a site in a kind land oweres field only 2 mins ride away also came across 2 national hives at bargin price so I can now educate and plan for spring next year
